On Friday alone, the campaign dropped a lawsuit in Arizona and lost six cases in two counties in Pennsylvania.
In Hawaii, the counties decide how far back from the coast dwellings may be built.
The county will begin distributing food and water later in the day to residents, after some supplies were airlifted to the region that has been largely isolated by flooded roads and power outages.
